She stands at the water’s edge…waiting. Waves swirl and churn against the rocks, sending up spray that leaves glistening beads on her hair and clothes. In the distance, dark clouds begin to gather over the water and the wind picks up. The pungent salt-smell of the sea mingles with the scent of the coming rain. Let it fall. Her legs are planted firmly against the stone beneath her feet as she grips her staff tightly in hand. She will continue to wait until the dark of night and the encroaching tide force her to retreat. What is she waiting for? Something that will come to her across the water…or up from its murky depths?

It’s interesting, I could see this going a lot of ways.
It could be that she’s waiting for something, or she could be pausing on a journey, and soon proceed to walk right out onto the water, as if it were as firm as earth.
Or she could be summoning something.
Or a form of otherworldly guardian, keeping vigil at a natural border of her region.
There’s definitely something wayward about the character, as if she is far more powerful than she appears, but chooses to adorn herself humbly and simply, focusing on utility over flash and finery. This is a person who has moved beyond ego, beyond the need to prove herself. This is a person who could rule vast regions, but prefers to share a simple life with the few people and animals that live nearby.

I felt the same way when I saw her–like she could command a host of mythical creatures beneath the sea…or maybe be one herself.
